Terrorism – a Contested Concept

A Political, Legal and Philosophical Survey

Summary: Terrorism is not a new nor an unknown fact. On the contrary, nowadays, people talk
about terrorism as if this were a usual kind of act and as if the terrorist could be anyone in their
neighborhood. This sort of normalization of the notion of terrorism is caused by a general perception
of insecurity, which is caused by multiple factors: globalization, digitalization, economic crisis,
and loss of hope for the future. All these causes are linked with the difficulty of defining what
terrorism is in general terms since the same act might be considered a terrorist by some and an
act of heroism by others: "One man's terrorist is another man's freedom fighter." That explains why,
until now, there is no internationally accepted concept of terrorism since what China and Iran
consider terrorist acts might very well be viewed as a way to protect minority and religious groups.
However, there is a paradox in this point: the lack of a common concept about what terrorism is
can also be used by states to label any political opponent as a terrorist, therefore creating the
perfect situation to increase state power and normalize the suspension of human rights. In this
presentation, I intend to analyze the causes and consequences of this situation, presenting some
reflections on the normalization of the fight against terrorism from an international perspective
and also proposing a reflection on the normalization of the state of emergency caused by the permanent
war against terrorism.
